Joe Atherall

Mr. Atherall is a 20 year veteran of the United States Marine Corps where he served as an Infantryman as both an Enlisted Marine and an Officer.  Mr. Atherall served as the Commanding Officer, Company C, 2nd Light Armored Reconnaissance Battalion were he led 200 Marines and Sailors in the daily execution of the Global War on Terror within Al Anbar Province, Iraq. Subsequent to this assignment, Mr. Atherall served as the Battalion Operations Officer for Task Force Mountaineer, 2nd Light Armored Reconnaissance Battalion, again deploying to Al Anbar Province, Iraq, where he was responsible for all mission planning and the daily employment of over 1,000 Marines, sailors, soldiers and airmen and was additionally responsible for the training, development and employment of a partnered Iraqi Army Battalion. Upon returning from Iraq he was assigned as the Commanding Officer, Marine Corps Recruiting Station New York City, Marine Corps Recruiting Station Pittsburgh and served as the Officer in Charge of Officer Accessions for the Northeast where he was instrumental in developing and implementing policies and procedures which dramatically increased diversity and minority representation within the Officer ranks of the Marine Corps. Mr. Atherall’s personal decorations include the Meritorious Service Medal, Bronze Start Medal, Navy and Marine Corps Commendation Medal (two awards) with Valor, Navy and Marine Corps Achievement Medal, Army Achievement Medal and the Combat Action Ribbon. He holds a Bachelors of Science degree in Criminal Justice from Wayne State University, Detroit Michigan and maintains an active Top Secret security clearance.

Mr. Dalton has over 30 years of experience in law enforcement and operations management. Prior to joining the MSA, Mr. Dalton was Senior Operations Manager for D. Kalfain and Sons, Inc. Mr. Dalton was a highly decorated member of the New York City Police Department (NYPD) for approximately 20 years, making over 300 violent felony arrests during his career. He worked his way up from patrolman to homicide detective to hostage negotiator, and ultimately to Team Leader in the Elite Detective Task Force. Mr. Dalton graduated from St. John's University with a Bachelor of Science in Criminal Justice and MPA in Government and Public Administration. He has certification in Hostage Negotiation and Nursing Home Fraud.

Mr. Davis is a New York State (NYS) certified trainer and a NYS Police Canine examiner. He was a lead trainer for the NYPD Emergency Service Unit, Canine Section. He is also certified by FEMA as a Level 1 and Level 2 Search and Rescue handler. He has fifteen (15) years experience in the law enforcement canine community as both a handler and a trainer prior to working for MSA.

Mr. Devlin is a 22 year veteran of the Port Authority of New York and New Jersey Police Department (PAPD), retiring in 2006 as the Commanding Officer, Special Operations Division. As Commanding Officer, Special Operations Division, Mr. Devlin was responsible for the supervision of all police personnel within Emergency Service, Canine, Commercial Vehicle Inspection, Motorcycle, and Communication Units. Mr. Devlin was highly decorated during his career in law enforcement. Mr. Devlin has specific expertise in emergency service operations, canine security programs, weapons of mass destruction and facilities security. During Mr. Devlin’s career, he has responded to and commanded operations in a variety of life threatening situations including plane crashes, hazardous materials incidents, terror threats and hijackings. Mr. Devlin has designed and implemented counterterrorism measures, including explosives detection, at various commands and assisted external agencies as requested. While in charge of the PAPD Communications Unit, Mr. Devlin has provided the central link for all commands. After his retirement, Mr. Devlin was a transition manager of operations for all unarmed security personnel at JFK International Airport. He possesses a Bachelor’s Degree in Criminal Justice from John Jay College of Criminal Justice.

Mr. Dimmick has 17+ years of military, law enforcement, emergency management and private security industry experience. His military background includes eight years of experience as a military police officer, K-9 Handler, chemical cperations specialist and instructor. Mr. Dimmick served as the Offshore Security Compliance Group Manager as well as the Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) team leader within American International Group’s (AIG) Corporate Security organization from October 2005 – November 2008 and was responsible for instituting security policy and regulatory compliance programs in one hundred twenty nine countries. Additionally, he played a key role in the New York Home Office Emergency Response Team. His fields of expertise range from CBRNE/Hazmat Emergency Response, Vulnerability Assessment and Risk Mitigation to Emergency Action Planning and Exercise Development.

Ms. Hagstrom directs the Government Sales division at MSA after having overseen its development and expansion. In this role, she is responsible for coordinating all aspects of government business development on the federal, state, and local levels throughout the capture, proposal, acquisition, implementation, and contract management stages. Ms. Hagstrom manages all procurements under MSA’s General Services Administration (GSA) Schedule Contracts. Additionally, she oversees the writing, editing, and production of all MSA service proposals. She has a Bachelor of Arts Degree in English with a concentration in Journalism from the University of Delaware.

John Harvey

Mr. Harvey is both an Emergency Medical Technician (EMT) and a Registered Nurse (RN). Mr. Harvey was a Sergeant in the United States Army and a First Lieutenant in the United States Army Reserve. He is a graduate of the New York City Police Department (NYPD) Explosive Detection Canine Handler Program, the St. Vincent's School of Nursing, and the FBI Hazardous Devices School. Mr. Harvey served as an officer in the NYPD Emergency Services Unit as well as a Detective Bomb Technician, Canine Explosive Detection Handler and Trainer in the NYPD Bomb Squad.

Mr. Hayes brings 27 years of government service and dynamic leadership to MSA. He retired from ATF as a Deputy Chief of the National Center for Explosives Training and Research. As Deputy Chief, Mike led four groups consisting of 1) Canine Training and Operational Support Center, 2) Explosives Training Branch, 3) International Training Branch and 4) Arson Training Branch. He also leveraged partnerships to further essential initiatives such as the National Explosives Detection Canine Advisory Board, where he served as the co-chair. Mike directed training and operations among federal (DHS, DOD, DOS, DOJ), state, local and international agencies, and led and developed strategic organizational change and implementation with respect to Homeland Security and National Security Presidential Directives. He has also served as a Special Response Team (SRT) operator, Entry Team Leader, Team Supervisor in the Special Operations community, ultimately serving as On-Scene Commander during numerous SRT high-risk tactical operations. Mr. Hayes is a former Commissioned Officer in the United States Marine Corps and a Gulf War veteran. He earned his Bachelor of Arts Degree in Criminal Justice from California State College, Bakersfield and a Master of Science Degree in Management from Johns Hopkins University.

Mr. Herald, a 24 year veteran of the United States Army and New York Army National Guard, retired in November 2006 at the rank of First Sergeant, serving with Charlie Company of the historic “Fighting” 69th Infantry Battalion. Mr. Herald is the recipient of the Bronze Star, Meritorious Service Medal, Army Commendation Medal and Conspicuous Service Cross for his numerous deployments to Iraq, New York City after 9/11, the ice storms in upstate New York, the 1996 Olympic Games in Atlanta, Ga. and floods of southern Georgia in 1994. Mr. Herald has completed professional development training courses in Leadership, Military Law, Human Resources, Employee Relations, Physical Security, Risk Management and Training Management throughout his career. Mr. Herald is a recognized leader in his field and has developed and administered international training programs for multi-national forces on four continents.

Mr. Lamont brings over 30 years of broad based Information Technology experience from the private sector to the MSA management team. Mr. Lamont has held technical and management positions at Fortune 500 companies such as New York Life Insurance Company and Lehman Brothers Inc, as well as Memorial Sloan-Kettering Cancer Center, and Brown Brothers Harriman, a private bank. During his career Robert has been responsible for the development of mission critical business applications, multi-platform system software integration, enterprise computing, and business continuity planning. Robert holds a Bachelor’s Degree in Computer Science from St. John’s University and has professional certifications as a Certified Business Continuity Professional and a Certified Information System Security Professional.

Mr. Larkin is a 28 year veteran of the United States Marine Corps and recently retired at the rank of Master Gunnery Sergeant. He has more than 26 years of management experience with the USMC, with his last assignment having handled all aspects of human resources for its recruiting force of 1350 members. This has included selection, assignment, and placement throughout the Western United States. Additionally, Mr. Larkin has a 20 year record of mission achievement and demonstrated success in sales training and operational processing strategies that have exceeded national goals. He is also a Nationally Certified Facilitator for Interpersonal Management Skills, Tools for Coaching Excellence, Successful Training Techniques and Professional Sales Coaching as well as a Master Certified Trainer for the USMC. He is recognized as a subject matter expert in Marine Corps Recruiting, written and oral presentations, and personnel development. Mr. Larkin is the recipient of the Meritorious Service Medal, Navy/Marine Corps Commendation Medal gold star in lieu of third award, Navy/Marine Corps Achievement Medal gold star in lieu of fifth award. He holds a Bachelor of Science Degree in Workforce Education, Training and Development form Southern Illinois University.

Mr. McGuire is a highly decorated Detective from the Orange, New Jersey Police Department who served in the Investigative and Patrol Divisions specializing in undercover and surveillance operations. He is a recipient of the Medal of Valor from the Northern New Jersey American Society of Industrial Securities, 200 Club of Essex County, and the New Jersey State PBA Unit Recognition Citation. Mr. McGuire previously served with MSA as a Sales and Marketing Manager and a certified Explosive Detection Canine (EDC) Handler. Mr. McGuire received his Bachelor’s Degree in History and Criminal Justice from Rutgers University and the New Jersey Institute of Technology.

Mr. Murphy has eighteen years of law enforcement experience working as a Criminal Investigator for the Suffolk County District Office and a Probation Officer for the Boston Municipal Court. Mr. Murphy was one of the founding members and President of JMT Associates, a full service security company that offers a complete line of investigative, security and transportation services, before being acquired by MSA. He has a Bachelor of Arts from Framingham State College and a Master’s Degree in Criminal Justice from the University of Massachusetts.

Mr. Quinn is a recently retired Second Grade Detective from the New York City Police Department. During his 20-year career, Mr. Quinn held a variety of enforcement and investigative positions to include Patrol, the Street Crime Unit, Narcotics/HIDTA, the Counterterrorism Division and the Intelligence Division. Mr. Quinn is currently a 26-year veteran of the US Army and Army Reserve currently holding the rank of Master Sergeant. Mr. Quinn is a Ranger qualified infantryman, who has served with distinction in various leadership positions up to and including that of a First Sergeant. Mr. Quinn is a veteran of Operation Iraqi Freedom, having served as an Infantry Advisor Support Team Leader to the New Iraqi Army. He is currently assigned as an US Army reservist to the JFK Special Warfare Center and School at Ft. Bragg, NC. Mr. Quinn will be receiving a Bachelor of Science Degree in Business Management from SUNY, Empire State University in the spring of 2011.

Mr. Weigele joined MSA after a 30 year career in industrial security, 26 of which were spent in the Contract Security Sector. Beginning his career with MSA as an X-ray screener & canine handler, Mr. Weigele is certified in both disciplines. He then joined the MSA office staff and currently oversees all scheduling of field personnel. Mr. Weigele is a member of the Volunteer Fire Service currently in his 38th year as a member of the Manhasset-Lakeville Fire Department serving in both line officer and fiscal Positions. In his 38 years Mr. Weigele has obtained numerous New York State Certifications in public safety.

Before joining MSA, Mr. White served a distinguished career with the New York City Police Department (NYPD), spending 14 of his 20 years in the Detective Bureau. His last assignment was as Commanding Officer of the NYPD Bomb Squad, the largest public safety bomb disposal program in the nation. Mr. White is a Federal Bureau of Investigation trained bomb technician with extensive training in Hazardous Materials (HAZMAT) and Weapons of Mass Destruction (WMD). In his capacity as Commanding Officer, Bomb Squad, he was responsible for over 40 Bomb Disposal Technicians and directed citywide training for explosives, HAZMAT, and WMD incident response. Mr. White was responsible for planning and preparation of special security arrangements at major New York City events and for visits by dignitaries to include the President of the United States as well as foreign dignitaries. Other experiences include supervising the Police Laboratory as well as integrity control responsibility for the Laboratory, Bomb Squad, and Crime Scene Unit. Mr. White established the working protocol for the examination of evidence from the 1993 World Trade Center bombing. He received his Bachelor of Science Degree from Georgetown University and Master of Arts Degree in Forensic Psychology from John Jay College of Criminal Justice. As Director of Training for MSA, Mr. White develops and delivers preparedness training programs to corporations, landmarks, government agencies, and major non-governmental institutions throughout North America.

Mr. Wynn is a retired Connecticut State Trooper who was a Master Trainer and lead instructor for the Connecticut State Police canine program. He has over twenty (20) years of experience training police work dogs and is certified by the New England State Police Accreditation Committee (NESPAC). While working with the Connecticut State Police, he led a task force commissioned by the U.S. Department of State to create an EDC Anti-Terrorism Assistance Program to protect at-risk State Department locations worldwide. He is certified as an expert witness in both State and Federal court on matters relating to police work dogs. He is one of the foremost authorities on police work dogs and has spoken on behalf of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF/E) and the United States Police Canine Association on many occasions. He was recently appointed to the Department of Homeland Security’s advisory panel for the Explosives Standards Working Group. This panel is drafting a set of national standards for bomb dog training and operations. He is a member of the International Association of Bomb Technicians and Investigators.
